Bro, you built him a wrong way. He is HP base damage dealer, try to build him with HP > 100k & DEF > 5k. a damage may less than high ATK but If he die fast = no damage.

He is just completely useless, they gave him "half" HP scaling, which is ALWAYS a negative, but then don't even give him like dark Dragon stats, which would be a positive stat gain at least, but either way they gave him way way too low multipliers, compared to light/wind Phoenix he just does like half the damage, doesn't have guaranteed crit saving you a ton of stats, doesn't ignore damage mitigation so useless against invincibility, ect, doesn't full strip only triple, even with the 50% bonus to light he will still do less damage, while his 1st skill is useless trash compared to birds, and as a collab he lacks the research stat bonus and will never have legend artifact stat bonus, Phoenix also for some reason have slightly higher book effect stats, the only thing he has is the ultimate doing actually good damage, against light, if he can survive until one, and easier stacking for immunity than birds. Really only use I can see is DoTs comps as a full tank...

i did try to use him with laguiole he stacks fast but the damage is eh dunno how to feel
i use him on bf his ult works well with orbia but teshar still the best unit to use on bf

He is just one of the worst designed units ever, his scalings are abysmal and you are forced into a situation where you either have to play with or against Light element stuff. Soleta, Heath, Cleaf and Orb will tear him apart regardless of that cute 30(?)% dmg reduction, so you shouldn't allow the enemy summoner to pick light. If you pick light units yourself, you mix your elements which has some downsides against match ups like Orbia. The dmg is non existend, conditional and can be completely negated - he is just a worse Phoenix in every possible way. A 10k or 20k hit for a 5 mana skill is laughable and that was on a medium stat investment build. Units like Arang or Psamathe have more power in their left toenail and are both cheaper and more versatile than Xellos.
You still want to pick Ophila over any LD you had since she feeds into the dot niche and provides a setup for both of you, but the return of investment will still be very low. The ult is the only noteworthy thing about him, and even that one doesn't compete on a high level. I'd lean myself out of the window and claim that this is the weakest AoE mage who is currently in the game and we got some real competition there with units such as Zaiross.

Yeah, playing around the elements is what im not a big a fan off. Having to redraft your whole team just for a small glimpse of damage seems rough to me. :D
