Let me give you just a few examples of companies acting much worse: GM and Ford literally killing people by covering up an fatal flaws in their cars because it was cheaper on multiple occasions, Toyota doing something similar, a Japanese airbag company doing the same. And that's just car manufacturers e.g. DuPont with it's Teflon scandal, Boeing with its broken MCAS did just as worse.

And when the scandal goes public, many other investors also sell their shares Wich causes the price to go much lower. And when the price is low, the managers can buy the shares back and they made a big profit on the price difference.

The major aspect with VW Diesel defeat of NOx emission controls was that VW advertised and promoted their technology as being above anybody else's making their Diesels cleaner than comparable gasoline cars with better performance and great fuel economy. People were buying VW Diesels believing they were buying a champion of high technology clean emissions vehicles.
No USA heavy duty road Diesel manufacture was able to actually meet the USA EPA new 2010 Diesel emission standards and in trying their engines were a nightmare of drivability and reliability problems making them largely not fleet worthy till the emission systems were removed. It was likely 2015 before USA Cummins Diesel had a emissions compliant Diesel engine that wasn't impossible for reliable service. In was 2018 -19 before Cummins had highly reliable good driving emissions compliant Diesel. Detroit Diesel is similar using Cummins technology. Volvo and Paccar Diesel engines have reliability issues stemming greatly from the emissions control systems. Paccar is a DAF engine with many durability issues.
For colder climates where NO2 will quickly condense and rain out of the atmosphere in 5 - 10 days NO2 emissions are not as critical as in hot climates where above 70.2°F NO2 will remain a gas. USA NOx emission regulations for vehicles are about 3 to 4 times less than in the colder EU.
Incomplete combustion of fuel produces typical irritating air pollution. Diesel engines running on fuel oil naturally produce particulate matter PM. Forcing complete combustion to produce pure CO2 and H2O and collecting and burning off particular matter from Diesel is what emission controls go after.
NOx is produced from compressing earth's nitrogen oxygen atmosphere to high pressures and temperatures which happens greatly in a Diesel engine. Unfortunately highly complete combustion encourages high temperatures and the production of NOx. Exhaust gas recirculation uses the exhaust with low oxygen content to dilute the atmospheric oxygen on the intake of the engine to cause combustion to take place over a larger volume of atmosphere at lower temperatures to give about the same expansion. With a gasoline engine this has the added benefit of making the gasoline vapor less volatile reducing preignition.
Diesel's run extremely lean leaving a lot of oxygen in the exhaust and still produce high temperatures even when diluting atmospheric oxygen with EGR. This means to reduce NOx with EGR in a Diesel means using a whole lot of it causing great difficulties. With higher NOx limits it is largely impossible to do with EGR and a second reaction fluid is used to reduce NOx into N2.
NO2 is an irritating brownish gas that with sunlight produces NO + O where the O combines with O2 to form very irritating O3 ozone. The O3 would quickly give up its O to recombine with NO if it wasn't for the presence of volatile organic compounds that combine with the NO first. VOC are vapors from gasoline typically escaping during fueling. VOC are also produced from plants especially trees around Los Angles CA.

It is your opinion but this is only marketing/political scandal. Almost every car manufacture lies about emissions like ford, vw, toyota, mercedes, bmw..... Ford gets caught twice but it wasnt that big scandal. Why? Because ford is american manufacture and vw not. Vw is stoling ford/gm profit (sales) so they must stop it and thats why. And why not japanese manufactures like toyota? Well USA has high state debt against japan so they will not make from them an enemy..... But you can bellieve whatever you want.
