Monk's cloth, but most stores (even specialty fabric stores like JoAnn's) offer the lower thread count, 7, which won't work for punch needle (it doesn't hold the stitches tightly enough). You need a 10 thread count monk's cloth. Amazon carries it, as well as some other online stores like amyoxford.com/. Here's a couple links I found:
