Halo 3 Truth was such a huge downgrade from what we got in Halo 2, which applies to a lot of things about Halo 3 but nobody’s allowed to really talk about that.
The story was "downgraded" because H2 had already covered alot about the Covenant and they really were just extending the last 3 missions into a full game. As result it's simpler and pain but it works for what it is. It manages to tie all the loose ends better than the 3 cut missions would have. In the exception of the arbiter and oracle cut cutscene which would have been insightful.
It's the rhetoric of a religious/cult leader who knows how to work a crowd. It makes him seem righteous, authoritative, and wise. It's the kind of thing you'd probably see in a fantasy story, or a story about Christianity in the Middle Ages and Early Modern Period.

For me Terrence Stamp did a good job voicing Truth in Halo 3, but Halo 2 was better.
