When Maggie was 8 years old, her family immigrated to Kent , England . She spent her childhood and adolescence in England . She is a native speaker with British accent naturally.
You could think of her as a native speaker, or a very advanced user in English. Her accent can be easily told that she's of east Asian origins, most likely HK, Malaysian or Singaporean, and I'd guess that she's prob not bornt and bred in the UK but arrived here at a young age.
She is perfect in English just as I am perfect in Chinese. Nothing to boast or envy about. I think it is unnecessary to make a big fuss about someone’s language of the country where he or she grows up.
I don’t see anything wrong, why people are so care or like to compare, she is she, people are people, that’s all about. I understand what she was trying to say.

The English there is close to the so call ""Royal English"" plain and easy to understand. When I moved up to Bradford, the Yorkshire accent, I started experience the strong accent shock, further to my postgrad in Manchester, the Lancashire accent which is not too bad if you listen hard. The Hall of residence I was staying had students came from different part of counties such as Ireland, Scotland, Newcastle etc. which carry strong accents of the region they came from.

Agreed, applicable to the general. But those Singaporeans (e.g. English teachers, top managements, etc.) with more decent English command have lesser Chinese tone (as you said) and speak almost (if not exactly) like 张曼玉 does. I'm a Malaysian, by the way.
