Yes I agree that you should not be answering the door with a gun in your hand. Especially if there are cops at your step. If you do. At least be smart enough to put it away before opening the door al the way to talk or let them in after you took a peek at who it is. But I definitely do agree that this department has a problem with incompetent trigger happy quotas. First the acorn incident, and now this.
Never open the door for law enforcers without a warrant and don't answer questions. Ask them what they want behind the closed door, don't answer questions, and tell them to come back with a warrant.
