Basically, the Kilgram Swarm slaughtered Humans, Humans fought back and then the Kilgram tricked the Galaxy into forcing Humanity to pay war reparations for their Counterattack. For this audacity, Humanity left the Council and instantly, because it was prepared long before that moment, every human left the Space of all other Species, which crumbled the entire economical stability of the Galaxy.
Check the story "Their rules didn't apply to us", that should give pretty good context as to why the Council deserve every bit of what they're getting.

Well that didn't stop one of the races, from torching a handful of our colonies and garden worlds. Really horrific shit. So we responded in kind but cranked it up to eleven. Part one starts after that, with Ambassador Francesca being called in as humanity is being put on trial for war crimes and violating the Geneva Convention. The audacity of those bastards. But it's worse because she brought evidence proving what the other race did to humanity. Some of the ambassadors were shocked, which is surprising because humanity had submitted reports of what was going on but it was swept under the rug without ever being brought up in the council chamber... proving that the major players in the Concordance were complacent with the atrocities. We promptly left. Like, all of us.

Communication, the gunner can hear and communicate with others. It is easier on gunners snd squads ears, vs long term damage. There is no crack, bang to pull you in as quick for direction, though this is more for rifles, but short bursts without tracers.
Basically doesn’t completely deafen the crew and among other things actually makes it so that the barrel heats up faster funnily. Also this is apparently a sequal story

Not a big fan of this one diplomacy at a end of a gun always brings big resentment. And humanity was the bully here going for underhanded methods to the extream.
Deplomacy without the power to back it up is just a bunch of pointless talking, and if you read the first part, or paid attention in this part (the aliens developed a virus to specifically genocide humans) there was already a massive ammount of resentment. Basically everything the humans did was reactionary, and underhanded is a matter of perspective, submarines were seen as cowardly and underhanded in ww1 and ww2 gurilla warfare was as well.
