I think i would have made some kind of mesh enclosure by now to put around the pipe so all that stuff doesnt flow onto the yard/road/sidewalk but the water can still flow from it.

Ollie I’m sure that fancy camera system of yours would have a snapshot feature that you could save directly to an SD/compact flash card so you don’t need to go around taking mobile phone photos of a washed out LCD screen! Otherwise I admire your work and your professionalism
I wonder what happens there with billing. If you attend and do an unblock privately and it turns out to be because of a council side issue does the client pay the bill and then try to recover cost via council? Does the client just wear the cost of unblock and diagnosis and then council only wears the cost to properly resolve? I guess the same question applies where it's a shared private line and the person downhill has to organize it but the people up the line aren't yet affected and therefore wouldn't want to pay.
Why did you use (2) different cameras? Also im surprised you havent picked up/use a SR20 locator. They cost more than a scout, but makes locating so much more satisfying. Lol! Big fan!
