Simple and efficient, I only replace transistors and associated resitors with inverters ICs and use a pC817, a very cheap opto, because I've got tons of those ! Thx anyway.
Interesting about that 4k7 resistor at ~ 6:30 - made my own input board using a PC817 and a 330 ohm resistor mostly following the spec suggestion. Works, but my scope only shows it going down to ~ 1 volt. Wonder how low it needs to be to work correctly with an Uno.
in high school I bought that game from somebody in math class along with four or five other games at the same time and another kid said oh, I never heard of blaster master, what’s that? And the guy said oh don’t worry, it sucks. Not only was he dead wrong but to say that when he’s trying to sell it to me at the same time? Poor marketing. I wonder whatever happened to him.

Nice video, you could put a few headers on the pcb so you can change the supply voltage. A few extra resistors are cheap in low volume products.

You can simplify the design with replacing all the transistors with their resistors with one 74HCT04.

sometimes I use what is more plentiful at the workbench, and all of my hex inverters were tied up in synth oscillators
