Imo, any turnaround passage can be used to modulate. You simply must know the destination note and start the passage accordingly. A dominant turnaround will always be the strongest... I had the same idea. Ijs 👍🏻

Yes you could play it in the next key to modulate. Or even modulate to the minor 3rd but you will have to tweak the melody and ending chord.
