But in Que 4: Customer shall not be happy as Customer is not clear about requirement and prefere supplier / contractor who is ready to accomodate changes... Doing small small incremental steps won't incurr that much cost but if we go with complete predictive and Customer failed it the cost of changes won't be feasible.....

For Ques:2 - He avoided the Risk completely, it should b Option D right. If I remember correctly, it was choose as "Avoid". Kindly clarify

I get what you're saying, but planning everything upfront makes more sense in this case.
