If you like wit and the best light writing, you have to go with the OG Georgette Heyer. Zero steam, but great characters and writing. The Talisman Ring is a favorite.
Here's a rec for books that aren't full-on laugh-out-loud funny but do have some laughs and a light tone: the Highland Brides series by Lynsay Sands. Kind of medieval Scottish. All the 8 sons in this family (they also have a sister who gets a book) are hot but kind of dumb, and most of the stories feature a goofy murder plot. *Highly* recommend the audiobooks -- each has a different reader that fits the gender of the hero(ine), and the voices capture the humor well. And the Scottish burr is verrrra nice. Originally read in ebook, but will routinely re-visit in audiobook to keep me company while doing boring chores.
I just finished a Lynsay Sands and I was giggling through much of it. Like you said something like a mystery or character is super goofy and I wind up laughing and having a great time reading it.

I had had been reading Lorraine health books for many years that book is part of the series based on the the scoundrels of Saint James. This series are the children of the previous series. Once more my rogue is a urchin in the the scoundrels of Saint James. Enjoy both series.
Some of the funniest HR's I have ever read were by Katie Macalister, a trilogy called - Noble Intentions, Noble Destiny, and The Trouble with Harry. Laugh out loud funny.
Tessa Dare is the Queen of HR rom com. The Wallflower Wager is the GOAT. I don’t think Stacy Reid means to be funny but my Darling Duke had some very funny moments. Same with Christi Caldwell In Bed with the Earl. Very cute.

I finished reading The Hathaways series and whilst it has its dark and angsty moments, the books were hilarious as well.

Lynsay Sands books are really funny. I think the funniest on is The Switch. Proper laugh out loud book
