What's it matter? Point is if it's a 10 you know he thinks it's damn good and there's nothing to be improved on. Taste is a subjective thing after all.

He's had so much good food across so many reviews 10 is like the top of s tier.
It's a 10 cus it's the best of it's own category of cuisine AND you can't improve the score by changing or adding stuff cus it's just perfect for HIS taste.
9.3-9.8 is also nearly perfect.
8.8-9.2 is really really good.
7.5-8.7 is pretty good.
Etc etc.

You obviously haven't watched Keith's reviews. He's honest & has turned things around for a lot of small businesses based on his honest reviews. Customers trust him because he's honest. When the food or experience is bad he tells that too.
