To make a LVL3 Cape for the Dark Lord is the same way as all the wings , you just need luck =p

Flame of condor can only be found...You can't create it

Create a Chaos Weapon in Chaos Goblin Machine and then make it +4+1 Life , after that just put it in Regular Combination and it will show you what you need.
