I just buy right from Pokemon Center Japan and can only buy 1 or 2 boxes per set max. Your shop will probably want to find a reseller and buy cases. I have not done it, but a lot of people find them on Instagram. I guess they'd have to start small, take the risk and find someone they trust to build up and buy more.
