Yes, it's a ubiquitous brain-dead take on Japan from people who don't bother considering the differences in culture. Just because they don't usually initiate small talk with a total stranger on a street like it would be common in America (it's not in most of other Western countries, by the way) it doesn't mean there isn't a time and place for that, actually multiple ones at that. I've most recently heard on the Moistcritical podcast. He himself wasn't buying it at first, but the other host kept insisting so confidently it was like that from his evidently superficial visit to the country, resulting in Charlie accepting it. It was painful.
Japanese people probably will never be able to keep up with the vibe of American parties. The culture of throwing parties just doesn’t exist in Japan. While we might admire it from Hollywood movies, the reality is that we definitely don't want to participate. We struggle with everyday communication even among Japanese people, so suddenly joining a party and talking to a bunch of strangers would just be stressful. I'd rather relax at home.
