I believe Chargers 309 & 314 were added since BNSF's three engine rule was back on the Amtrak Empire Builder route since temps were in the negatives. Plus Amtrak already had Charger 310 to train & familiarize the Amtrak Coast Starlight crews before it left on Amtrak #8 for Chicago & Charger 306 took over and went down to Portland to train & familiarize the crews. Once after the crews have been trained in Portland Charger 306 will head to Sacramento, San Luis Obispo & then finally Los Angeles to train & familiarize the charger operations on the Amtrak Coast Starlight route.
The westbound Builder #7 was not allowed to continue west because of avalanche danger. The next day both eastbound and westbound Builders were cancelled.
