Add an icosphere and put it by the eyes, give it a emission texture and parent the icosphere to the eye, or the icosphere to the eye bone (the eye bone would be better)

Use a mix shader and put your two materials you want to switch from, then just animate the shader value to make the eyes switch

I believe that on Razvan's Recent Port of the UFMP models, you can change the brightness on the texture to Zero on Custom Properties on the Materials Panel. In the collections, you can find glowing eyes, all you have to do is enable it.

How do you make their eyes black with a white dot

The models usually have a collection with a Sphere that glows to get the white dot. And the eyes are black because of shadows most of the time. Or you can change the eye color to Black.
