Madness seems to be the hallmark of UK government decision making when it comes railways.

Another anomaly of EU Rules meant that British tax payer owned 'East Coast' was not allowed to bid for the franchise it had made a reasonable job of running since the last private enterprise company handed back the keys, yet all other EU nationalised railways were able to bid. As it happened Virgin won the franchise and the price of discount tickets has risen by a considerable margin now there is no longer competition between the East and West Coast routes. The British government makes a pigs ear of most things it gets involved in, but I have to begrudgingly admit it made a reasonable job of running both East Coast and South Eastern, It was a shame that the government departments running these railways were not allowed to bid for the franchises, as it would have given government hands on experience, putting it in a better position to write the specification for future franchises (remember the West Coast fiasco). I also believe the class 92 locomotive was the last class to be built in Britain before the original privatisation process deprived the British train building industry of work forcing much of it to close. All locomotives procured after privatisation have come from overseas, only some multiple units are now made in Britain, for that we have to thank Bombardier.
The EU makes little sense to me, as we seem to be the only country that abides by the rules when it comes to government spending, leading to billions of pounds going to Europe whilst our own industries go bust because they are not allowed to pick and choose which EU directives they want to obey. Britain used to build very good trains, including the HST's, now most trains are built abroad. Back to the class 92 and the governments desire for an electric chord from Glasgow to Southampton, it already exists, part overhead, part third rail, exactly what the class 92 was intended for. The bridges to Southampton have been raised ready for overhead electric and larger containers, why not use the extra headroom for double deck trains? The lunatics have escaped from the asylum and now they run our country.

We were held a number of times on this leg of our journey, because single line working was in operation to allow works trains free access to the numerous works sites along the route. Clearly there was some sort of major upgrade taking place, as ballast, track and OLE was being replaced along many sections of the route.

Why did the 92s end up in Bulgaria? Surely it would have made more sense to keep them in the UK instead of some of the older classes.
