He talking about sliding his trailer tandems(wheel axles). The slide has multiple holes that the pins lock into. The closer to the front the easier the turn. If they are all the way back, you need more space to turn. Hope that helps.
Tires on back trailers slide so you can adjust the weight for DOT . If he’s 3 from front he’s so close just pain in butt get out slide 3 holes up . He’s very close to front
