Strictly speaking, if the tractor is established in the road having pulled out without the bike in vision, I'm no insurance guru, but there might be some blame on the biker. But as others have commented, being "right" and in hospital with a life changing injury and a written off prized possession is not much consolation. Be able to stop within your vision is always a comfort... Hopefully no sudden manoeuvres too from other road users.
