Since the longest continuous carbon chain is the ring itself (and not the oxirane), you should not see this compound named as an oxirane. You might see it as 1,2-epoxycyclohexane where the epoxy group is the substituent.

IUPAC nomenclature requires us to list any substituents in alphabetical order. That is why you see me place the '1-chloro' in front of '2,3-epoxy'. 'Chloro' comes first alphabetically.
Neither takes priority. Both groups are always named as prefixes along the main parent chain. When numbering, you'll want to make sure you have the lowest total number of locants possible.

4:27 will it be 1-chloro-2,3-epoxy-7-methylnonane or 2,3-epoxy-1-chloro-7-methylnonane

Common name for 2,3- epoxy 2- methyl butane
There is not a common name for that compound. Only the most simple epoxides can be named using the common name ‘oxirane’.
