Think the idea with towing is that its an "undrivable vehicle" - someone can come move a car parked the wrong way around, and the car is good to go, but someone on the public road with expired tags cannot legally be moved, so it needs to be towed to avoid further illegal action.

The -5 for expired meter they where both handicap which have free parking I be leave. I think you could go down to 15 mins a day and get 2 days in an episode.
i think the unjust ticket was because it was handicapped, i just started playing this on xbox, , on casual of course. i have low vision so i cant see the licence plate very well. is all the plates i look at in inspection mode logged in the police computer???
