You can stock after 24hrs.
You can use formalin to treat a dying fish but only little quantity needed for a large volume of water.

No if it is earthen pond, live it till water fill up gradually, you can top it up if your water doesn't come out quickly.
After formalin, it is advisable to leave the pond for one day before stocking.
