The green one? Its in the waste station. Go from aqua station, just before mid rest area, find a hidden passage around the door, usually behind a green bush.
Unlock quarry, beat it, move onto aqua station and before the halfway mark there’s some vines covering the door into waste station. There’s also a chance for a portal to spawn in fields but I’ve personally never found it.

How did you get the grappling hook cause I have all power crystals and it’s not there
Go to haven, on the hidden orange area, there's a door you can enter if you have all the crystal.
