Agree, just enjoy the music and the dance. No one "owns" any folk dance or folk music. Many Balkan dance melodies are common to many countries in that region. Also the dances sometimes have common elements and rhythm. The music and dance of "Eleno momo (Elenino) can be found in Bulgaria, Serbia, Romania, Macedonia, Greece or Albania. The Šop dances of Bulgaria and Serbia are similar but not the same. The dance style, music and costumes are alike in some ways but different in the details.

title of movie is Šopske = Shopi. there are different dances in every part of Serbia. Shopi live in Serbia, Bulgaria and Macedonia and depends of the country they consider themselves Serbs, Bulgarian or Macedonian. So, this is both, Shopi and Serbian dance.

You are right, it depends how you describe the dances: by country borders or by ethnic geographical areas. What the video shows is dances and music of the Shopi people from the area called Shopluk, Шоплук, or Šopluk. The music and steps of the Shopi in the Serbian area of Pirot and Bosilegradskog Krajite are somwhat similar but also different from the Bulgarian area dances of Kjustendil, Pernik or Graovo. Bulgarian Šop dance music always have a Gaida (bag pipe) which the Serbs seldom use.

Your differences are like two fonts of the same text. Indeed there are true hidden text in the dances ("kolo" or "horo"). These dances are created and coded in the neolithic period in Mesopotamia. The embedded text is very old and very important. Keep the dances (keep the text/messages in them)!

The clothes, shoes, dancing and music are definitely from the Shopski region of Bulgaria (around Sophia).
This music is so middle eastern and the dance too gi check lebanese and syrian Palestinian and jordanian folk dance it's all frol there the first civilisations appeared in the middle east and dispersed all over europe
I'm not completely conversant with Serbian culture, so it's possible the Serbs have an area where they do this dancing and play this kind of music, but the music is very Bulgarian to me, and the dance also, and teh costumes! Both the hats and the trousers are Bulgarian in style and decoration. The move where they jump and slap a foot on the floor is something I've only seen in Bulgarian dancing . The rhythms...the second piece, the quick-quick-slow-quick-quick is a Bulgarian kopanica rhythm.
I am sure it can't be considered a Serbian dance. Shops are nothing but a Bulgarian tribe, regardless of the country borders.
