As a game dev I think I can offer a rigid meaning to "levelling up" for the UK gov. Upon spawning, new players will be entered into this database at level 0. The levelling up is actioned as follows: `levels{0: null, 1: "gaga", 2: crawl(true), 3: walk(true), 4: draw(true)&&scream(false), 5: college(student_debt>100000), 6: marriage(true), 7: mid_life_crisis(true), 8: extramarital_affair(true), 9: divorce(true), 10: has_voted_tory(false)}`
You're so right. He eludes to the criminal justice system being "one way" and that way being bad, then suggests that we should throw more people into it. Doesn't sound like what's best for our country. It sounds like intolerance and bigotry.
The reason there's so much discussion around what leveling up 'actually means' is because it has been deliberately designed to be totally vacuous, so it can apply to almost anything, and mean something different to everyone that hears it.
Same as "War on Terror" & "War on Drugs". Even the "Build Back Batter" and "Stronger Together" phrases now get reused on both sides of the Atlantic. The pigs and the humans look identical to us animals.

Johnson’s speech was the definition of all talk no action. They’re not going to do any of these policies, because they don’t care about levelling up. They’ve had 10 years to invest in northern transport, and they haven’t. The effort has been dragged forward slowly by regional figures like Andy Burnham. They’ve had 10 years to try and fix inequality but since 2010 (when inequality was very slowly decreasing), it’s taken a sharp increase. They’ve had 10 years to do all of this and they’ve instead chosen to line the pockets of their already obscenely wealthy supporters and donors.
"Levelling up" in my hometown means they are putting up some new lampposts and pedestrianising a street that already doesn't allow vehicles for 8 hours in the day. The Tories are ideologically opposed to the idea of democratic economic planning, so "levelling up" was always going to be restricted to making places look a bit nicer, to appeal to foreign capital investment. It means nothing in practice.
Yeah, that pretty much sums it up. Here in the North, we get some new lampposts, a new shopping centre that hardly anyone will use and a meaningless minimalist mural on a wall. Meanwhile, the rest of the city is boarded up and deep in decay, full of junkies due to said decay and no meaningful jobs going around due to the last proper industries packing up shop 35 years ago.
For those stating that the Tories have done nothing for 10 years, consider that in that time we have gone through 4 separate tory administrations, all with different cabinets, objectives, oppositions and policies. It's not like under thatcher or blair where for years the govt basically remained the same and could pursue long term goals. Also from planning to delivery etc. infrastructure projects do take decades in this country due to workers regulations and private property rights. You can't just put down a road wherever you feel like it. Crossrail started in 2001 and still isn't finished! Not really the government's fault. I'm not a big fan of Johnson but as someone who works with a lot of people in the civil service I think that people don't really appreciate how tricky it is to deliver on these kind of sweeping promises in a free and democratic nation - but if politicians don't make such claims and act sensibly then they never attract any attention and people hate them for being too passive. Poor Starmer is a great example. I truly do not envy our leadership
Translated: I just cut benefits to the poorest people, that's our plan for levelling up. The NHS saved me, so I'm going to destroy it through privatisation.
Leveling up just seems to be vague nonsense with such a broad scope that Johnson can talk about it for 10 minutes without actually saying Anything. And can't be called on his failures since he's making no promises.
This just feels like political talk, say positive things with good intentions but no clear way to achieve such a goal. Where is the money to fund the support for new transport in other regions? Is money going to be pulled from academic support towards the new technical system. It's just a rally for support and needs real action and clear goals otherwise it's just another politician rambling
So, another great speech in the face of zero opposition. If we were all rich, who would be a teacher or nurse or lorry driver? Ahh yes, AI robots. Sorted.
I think the way they use the term is designed to be a lot more old-school and literal, rather than the RPG style of leveling up. As in, you're leveling a surface (making it level) by adding material to the lower portions (moving the overall surface upwards). No, I don't think I've ever heard anyone use the term like that, but I think that's what they're going for. When they say Labour wants to level down, they probably mean that Labour would be leveling a surface by removing the higher portions, like if you're sanding wood.
"some will get themselves caught in the one way rachet of the criminal justice system ... Sand that's why leveling up means fighting crime, putting more police out on the beat like we are." Boris those points do not support each other
Sounds like he’s been playing Cities Skylines, where leveling up increases the taxes provided by the businesses, houses, and industries that level up. Increasing police coverage is even one of the ways you can help level your city up
Levelling up means making sure that the level of wealth owned by friends of Tory MPs increases over the duration of their time in power. So, increased levels of wealth for the already stinking rich, and poor people can choose between heating or food Sounds fair to me. Good old Boris.
Surely the York figure is a bit misleading, it's got one of the top unis in the country so I wouldn't be surprised if there were postgrad schemes and a lot of students continuing to live there after graduating
Boris's stance on crime shows a pretty fundamental issue with his 'levelling up' idea. Being tough on crime doesn't stop people in desperate situations from committing crimes. The areas that end up crime-heavy are usually like that because people can't afford to live any better than that or are otherwise trapped, so adding more police is just going to raise tension and make people feel more desperate (especially since these communities tend to not trust cops very much, whether they have a good reason or not). I notice that raising the minimum wage doesn't seem to be a part of "levelling up" even though financial issues are a big contributing factor when it comes to low quality of life. Tl;dr - An area isn't safe or nice based purely on how tough the police are being. It's about who can afford to live there and how desperate they are to survive. Less desperate people means it's harder to get them wrapped up in crime.
We already have a situation where a friend was turned down for a 7.5t truck job basically because he didn't have further education! It's great to strive for better education but standard, regimented schooling doesn't work for everyone. And those people who can't achieve with exam based education will suffer more.
@@PORRRIDGE_GUN You have grandfathered rights, new drivers after 2001 (I think) need a theory and practical test to drive over 3.5t. Why did he sound like arnie when he said "levelling DOWN" 😅 also, its great of him to slag off the opposition, whilst reeling off buzzwords in replacement for actually fixing the problems his party has caused
Johnson clearly memorised a lot of the mythology and classical language from his early years, but was (and is) incapable of understanding any of the deeper human meaning in it, so that when he brings it out now it's only a tool to project himself 'above' others in knowledge and doesn't add any clarity to a concept. The same can be said for his slogans - levelling up on the surface sounds like a concept to get behind, but scratch the surface and he can't explain any substance behind it because there is no deeper meaning, and he never intended there to be.
Half of that was getting Brexit started, you can’t finish something you haven’t started. Rome wasn’t built in a day, and the USSR took 60 years to lay the foundations of communism. Labour are as ineffective, so stop sniffing their farts and smelling roses, they never levelled up the last half dozen times they were in power.
In some ways Boris is a perfect specimen of the worst that Etonians bring. He seems to be almost physically unable to take personal responsibility for anything, but never lets that get in the way of making promises with no clear meaning. Still, the T levels (which remind me of Germany's system) may be a good idea or even all-out necessary, and transportation seems to be a plenty real enough issue. It would be nice to have some commitment to actual policies, though.
Policies ? Same as all Tory governments for over a century, - Shrink the state and public services to a bare minimum, deregulate everything and cut taxes starting at the top.
Basically, the phrase "Levelling Up" is the exact same policy they've been advocating to the masses since Cameron and Osborne, only at that time the emphasis was on calling it the "Northern Powerhouse". Whilst I agree that there should be more support for vocational qualifications to build a workforce of individuals with skills businesses need out of education, let's not pretend that the Tories would like nothing more than to widen the gap between the level of educations between rich and poor. Degrees for the rich, certificates in manual labour for the rest of us, because quite frankly the Tories don't like the idea of a working class who have the smarts to figure out their bullshit and who actually have the ability to read, understand and analyse public record, it frightens them.
The problem is…. is that it’s all bollocks. Johnson won’t do any of these things and if he tries, they will be a spectacular failure. He fails at literally everything.
Real wages have stagnated over the last ten years of tory rule. Compared to labours tenure leading up to 2009 when wages were outpacing inflation (CPI). The war on drugs needs to end. Community funding in place police funding and closing of tax loopholes.
Thatcher - there's no such thing as society - so it's automatic that you need harsher policing and draconian laws to control an atomised population. that lacks the self control of community.

"Levelling" can also mean "to make flat". So "levelling up" can mean "to balance up". In Chile it's a rhetorical tool from the right. Claiming that they want to Balance Up (increase investment, economic growth and employment; making everyone richer) while the left wants to Balance Down (redistribution that decreases efficiency) Some problems: Claiming that your opponent doesn't like economic growth is a strawman. It has been used to justify deregulation and privatization, whether or not they're fair or efficient. And that it has been used to handwave problems of distribution of natural resources, which are in big part privatized, because intervention will "only make things worse". This rhetoric met its match in October 18 of 2019 with the Social Outbreak. So now we're on the process of making a new constitution that allows hands-on fairness. The new Chile could have problems of unsustainable spending. But the old Chile certainly had problems of unsustainable unfairness.
Obviously it's strawman...they never bother to actually explain policies, it's incredible how difficult it is to get something out of certain politicians We should demand a different behaviour
3:55 What he means is that the Tories (in his view) is trying to bring those that's falling behind up from that state of being poor and less educated etc rather then punishing those that's doing well (increasing taxes etc). I'm left wing myself so I of course don't necessarily agree with his sentiments. But I get where he's coming from. Basically he prefers using the carrot to the stick. Or at least that's what he's *saying* and arguing for... 4:32 Although here he seems to be confusing this whole leveling up thing and start talking about the stick again... Jeez, what is this guy thinking... 6:49 Alright, it looks like what he's basically trying to do here is to sell increased government spending to a political party that traditionally has preferred restraints on said spending in favor of tax cuts. "Leveling up" is therefore an term intended to mask this I think. Increased spending on regional education, infrastructure but also policing in areas with high crime. 8:36 Honestly it kind of feels like he took one look at the growth of the center party here in Norway and decided that he wanted to pivot from the traditional conservative anti-spending policies and play on the already existing urban-rural divide within the UK. After all, rural citizens already tend to vote more conservative then urban ones do. By promising increased spending in rural areas (aka areas that already has a tendency towards voting conservative) he can swing more voters that might otherwise vote for labor over towards voting for him. And as long as he keeps the *overall* budget under control he can still make conservatives who are against a big government somewhat happy.

Yes, of course it means something. You see, there are so many more poor people than rich people, that to level up the scales, the only practical thing to do is to take something away from the poor and give it to the rich. But one must be practical about this balancing, which is why it is best to do the balancing with money.

Levelling up means the Poor getting Poorer and the Greedy Bastards getting Greedier.
The reason there's so much discussion around what leveling up 'actually means' is because it has been deliberately designed to be totally vacuous, so it can apply to almost anything, and mean something different to everyone that hears it.

Loving TLDRs thumbnails lmao
Leveling up just seems to be vague nonsense with such a broad scope that Johnson can talk about it for 10 minutes without actually saying Anything. And can't be called on his failures since he's making no promises.
This just feels like political talk, say positive things with good intentions but no clear way to achieve such a goal. Where is the money to fund the support for new transport in other regions? Is money going to be pulled from academic support towards the new technical system. It's just a rally for support and needs real action and clear goals otherwise it's just another politician rambling

Sand that's why leveling up means fighting crime, putting more police out on the beat like we are."

So, increased levels of wealth for the already stinking rich, and poor people can choose between heating or food
Sounds fair to me.

same meaning, just different name.
But companies would only hire those already levelled up rather than hiring for someone in progress of levelling up.
We already have a situation where a friend was turned down for a 7.5t truck job basically because he didn't have further education! It's great to strive for better education but standard, regimented schooling doesn't work for everyone. And those people who can't achieve with exam based education will suffer more.
What qualifications do you need to drive a 7.5t truck? I got that qual when I passed my driving test in 1994. A clean licence is all that is required.
@@PORRRIDGE_GUN You have grandfathered rights, new drivers after 2001 (I think) need a theory and practical test to drive over 3.5t. Also, all drivers need a Certificate of Professional Competence to drive over 3.5t with a tacho (I think private use might be exempt). The CPC requires the completion of 35hrs training.
Q - Does "Levelling Up" Actually Mean Anything?
A - No
A decade of Tories, with half of that decade was getting Brexit done and still Brexit is not done yet.

Real wages went down by 3% over the past 10 yrs.
For the ten yrs under Labour, they went up by 24%
Thatcher - there's no such thing as society - so it's automatic that you need harsher policing and draconian laws to control an atomised population. that lacks the self control of community.
Yet under Johnson real wages are finally outpacing inflation again. You can't pin all the failings of his party on him
@@DoctorX149 Tell that to the nurses. And inflation is now running above 5% and due to get worse. More losers than winners egh? It will be a year or so before a final judgement can be made but looking at energy prices it's not looking good. Everything is worse with Brexit.
"Levelling" can also mean "to make flat". So "levelling up" can mean "to balance up".
In Chile it's a rhetorical tool from the right. Claiming that they want to Balance Up (increase investment, economic growth and employment; making everyone richer) while the left wants to Balance Down (redistribution that decreases efficiency)
Some problems: Claiming that your opponent doesn't like economic growth is a strawman.
Obviously it's strawman...they never bother to actually explain policies, it's incredible how difficult it is to get something out of certain politicians
We should demand a different behaviour
And then people went walking around mumbling "Leveling up." and nodding at each other like they understood ...
"Levelling up" is just "reducing inequality" but in conservative newspeak where those words are heresy.
"When I was lying in hospital" - double-meaning...
But...Mario does not have levels..
3:55
What he means is that the Tories (in his view) is trying to bring those that's falling behind up from that state of being poor and less educated etc rather then punishing those that's doing well (increasing taxes etc).
I'm left wing myself so I of course don't necessarily agree with his sentiments.
But I get where he's coming from.
Basically he prefers using the carrot to the stick.
Or at least that's what he's *saying* and arguing for...
4:32
Although here he seems to be confusing this whole leveling up thing and start talking about the stick again...
Jeez, what is this guy thinking...
6:49
Alright, it looks like what he's basically trying to do here is to sell increased government spending to a political party that traditionally has preferred restraints on said spending in favor of tax cuts.
"Leveling up" is therefore an term intended to mask this I think.
Increased spending on regional education, infrastructure but also policing in areas with high crime.
8:36
Honestly it kind of feels like he took one look at the growth of the center party here in Norway and decided that he wanted to pivot from the traditional conservative anti-spending policies and play on the already existing urban-rural divide within the UK.
Levelling up is when you ding and then spend your points.

does anything mean anything - sun tzu
Yes, of course it means something. You see, there are so many more poor people than rich people, that to level up the scales, the only practical thing to do is to take something away from the poor and give it to the rich. But one must be practical about this balancing, which is why it is best to do the balancing with money.
