It depends, always stay in well-lit areas where other people are around, but in general 3AM is not the safest time of day in Las Vegas. Uber might be a better option.

Yes, all stops are announced and displayed on a monitor. They stop only at requested stops.

There is NEVER enough buses at night downtown. You’re always fighting people for a seat!
