If the heavyweight boxer connected properly, fully, and squarely on the jaw of the lightweight boxer, it would be game over for him, and probably a broken jaw to go with a bout of unconsciousness, but if the smaller guy can get inside/outside the range of the heavyweight boxer, he would have a good chance of destroying him with lightning fast speed, accuracy and timing, it would all depend on if it was just boxing rules, or pure street-fighting, where there's no rules...

But if the smaller boxer trains much more than the larger boxer, and is an athletic specimen while the larger boxer is just average in athleticism or even below average.
