The problem, Inspector, was that you were clearly using words like "hiding" and "crouching" to build grounds, and you were trying to build those grounds with things which didn't happen. You treated him like a suspect without reasonable suspicion. If you want productive voluntary contact with a member of the public who is not committing any offenses, be mindful of the fact that they are likely to be more forthcoming if you don't treat them like a criminal and worse, mischaracterise their actions.

This is a perfect example of why police statements are unreliable evidence, and why video evidence is essential. This inspector had an image in his mind that was totally different to his actions. He didn't open a friendly line of communication, he was aggressive and attempted to incriminate ABs actions. He stated he was 'very confident' in what he said, but he was 100% wrong. The police should use this video in their training as an example of how not to approach the public.

Wouldn't it be nice if every officer approaching a member of the public would start with, "Good afternoon, sir/ma'am/miss. I'm PC Robertson with the Cheltenham Station. Loitering is standing around without any purpose but in this case the purpose is to demonstrate the authorities' hostility towards public freedoms.
Public accountability = Sufficient Reason
It's actually defined as "standing around without an apparent purpose" which of course is subjective for the observer.
And filming is an activity, hence you can't be loitering while filming

YO AB, you're absolutely right the cop was making it up as he went along, he didn't say are you alright, he didn't say sir to start with, I checked back as soon as he mentioned it. Id be concerned about a cop lying and twisting things just so he can slap a charge on you, and the said post was about 4ft tall and 4" wide so what's that going to hide? 😁 🤭 100% and he's very confident that he's telling the truth?? An inspector so used to badgering the public he got a shock when he came up against a professional. It took a while for it to sink in, but when it did he tried pretty well to recover. Telling him that you had experienced Terrorism Section 23; and won, was a very sobering moment for him. Now is the time become professional he thinks, but way too late you numpty. Great work AB. Mind you some credit to him to be running a station where not one officer was wearing the thin blue line shows he is trying... a bit anyway. Great work mate (AB).
