The League can change the rules at any time ,especially dealing with the League owners ,and look at how Joe Tsai played around with Kyrie Irving. Then to make matters worse ,Joe Tsai didn't want Kyrie to go back to the Lakers which is his competition , so the League blocked Kyrie from going to the Lakers , so Kyrie made the decision to go to Dallas since Joe Tsai blocked the LA deal, but yet Ja Morant can do all this crazy stuff.
