These ranks were gathered at the end of the month! Except apprentice and legend where the ranks are accurate reflections no matter when you grab them. I did my best to find people who were legitimately bronze, gold, etc and weren't just that rank because they didnt play much! Hope you enjoyed!

This shows how insignificant the ranking system is in determining how good a player is. Unless they are high legend or in ranks where you can't lose stars, everything in between could be a good player or someone with too much time on their hands that copied a higher than 50% WR deck from somewhere on the web.
Well yea, the rank system in hearthstone doesn't work like other games. But I did my best to find bronzes that were legitimately bronze and not someone who just hadn't played that month. Same with everything outside of apprentice and top legend which as you say are the actually significant ranks!
It is insignificant, but not for the reason you think it is. A platinum or diamond player CAN be bad/mediocre. A stuck bronze player will either be a completely new player or EXTREMELY bad. The ranks are much much easier to climb than they were. Legend used to be much more difficult to achieve and this is apparent by the higher number of legend players with a lower total player count. People that would be stuck at rank 5-10 in the old days, can get legend now and no, not because they've become better. A lot of people were actually stuck in rank 15 or rank 10. I don't believe it's possible now for someone to be playing for more than a month and be stuck in silver.
