Do we sketch the design first or select the fabric first for clothing fashion design? If we do the sketching first, how/where do we get the exact fabric?
It can be both ways. We prepare a design collection and can buy fabrics later and modify accordingly. Many Designers customize fabrics and surface ornamentations according to their collection.
Or you do the market survey first, see the demand and supply market, make your budget and then make your collection keeping the factors in mind accordingly.

Here in my collection some fabrics I have dyed and customized to get the exact same effect I need according to my theme and inspiration so yes modifications can definitely be made.

Which degree is must to become a fashion designer?
One can become a designer without any degree as well. It's all about the skills and creativity. You can go for any fashion course based on your goals and other factors.
