Not quite, if you use your "second language" enough, and especially if you use numbers in other languages, eventually you become capable of using it for maths at the same level as your mother tongue. I can make calculations about as fast and well in English as in my first language, and only a bit worse in my third language. That said, most people never even have a reason to do it in the first place, so usually it is a debuff.

It's an assertion. The ∋ means that the term on the left is included in the ensemble on the right. Usually you can describe that stuff with words, it's just more concise with an expression when you know how to read it. What's weird about this one tho is that the ensemble P is of dimension x, meaning that the left term should have x different variations and all of them would be in the ensemble P, but it doesn't seem to involve x anywhere. Assuming the expression is complete, that means one of the unknown variables should be described by a more complex sub-expression involving x. If I had to guess, I'd say it's probably the epsilon, as it's an unknown involved twice, so writing it in full with its sub-expression instead would make the term hard to read. Still, I would expect the epsilon to be written as dependant on x then, and the overall expression lacks clarity because of this, as you can't see at a glance what changes depending on what value you give x, so it's most likely nonsensical.
My issue is that the expression uses ∋ instead of ∈. Using ∋ means that the left side is a set containing the right side as an element, but the right side looks more like a set and not an element (if both sides represent sets, the symbol should be either ⊇ or ⊃). Using ∈ would make a lot more sense. I still wouldn't know the meaning, but lack of context would be more likely in that case.

This is basic math. If you've memorized times tables and a few tricks for adding, subtracting, etc. these should all be trivial.
