TKIP still uses RC4 as the algorithm, but implements it differently that WEP. Because of this, most vendors were able to provide firmware updates to implement TKIP (aka WPA) on legacy devices. Because CCMP (AKA WPA2) uses a different algorithm, new hardware is required.
