As others have noted, this tornado was rated as an EF3, but could have just as easily been rated EF4 based on the damage it caused, similar to how the Chickasha-Blanchard and Dibble-Washington tornadoes on the same day could have arguably been rated as EF5s.
EF3. But clearly with that structure and rotation it should have at least been EF4. Significant ground scouring, which is a reliable indicator of only very violent storms, on the NE shore plus a 190 mph measurement from a DOW supports EF4.

Mulhall '99 was rated F4, "the width of the wind swath capable of producing damage was as wide as 4 mi", Hallam '04 also F4, "2.5 miles wide". Obviously appearance doesn't tell the whole story, but wind speed measurements, to a degree, and, more so, ground scouring and other reliable damage indicators do matter. Regardless, I highly doubt you'll ever see an EF2 look like this Canton tornado.

Not necessarily, Appearance doesn't always matter. The largest tornado (Now 2nd due to the El Reno Tornado) was rated an F2.
El Reno was rated EF3
