It is under rated as because GUJRAT TOURISM is only for gujrati people....no one other then gujju are allowed as you are promoting in gujrati language .If you want to let other people come accept them first same problem is with marathi people too .They are happy with their culture and they don't want to interact with other people .I pray to god Mumbai should not be financial capital it must be some other place where all Indians are been accepted not some Indians only
