Hi, Yes they do give equal opportunities to all students but it is very hard to make the logistics work if you are studying in polytechnic campus and need to come to tempe campus to work. I know a lot of people do it so it should not be a problem, but you need to make sure the timing works out. There is usually a shuttle between the two campuses and it takes 1 hour travel either way. Full Scholarships directly from the university might be hard, some ways to get them would be to apply for RA position - this will however require a professor to select you for the funding. There are organizations in India that help students for funding, you can look on www.wemakescholars.com/ this website is good and genuine and has helped me for loan related process (I am assuming your from India)
For the mechanical engineering department it is extremely competitive as it is only given to PhD students. Usually applying alone does not help. The best way is to join a professors research group during your first semester as a volunteer and work hard to the point that he takes notice. Most professors will hire TA & RA from their research group only as they want the benefits to go to them. I have seen couple of students get it this way. All the best !

Moving on to my master's degree, I achieved a score of 1271 out of 1600, which translates to 79.44%. Unfortunately, the university where I completed my Master's of Engineering degree does not provide a Percentage to CGPA conversion scale. For this question I am not fully sure, but you can do the CGPA conversion yourself and add it to the form, I would also email the advising office for clarity on this. ASU is a good university for computer science, not matter where you go it is expected that you put in a lot of effort to get the best out of the university.
Best way to find out is to walk up to the front desk and ask the people there. Another approach is to look on the students portal website to check if they are hiring. And last way is to find out the hiring manager from one of the students that live there and try to meet him and ask him to hire you.
