The girl didn't really flash anyone. She is just joking. Neither did I. On a main road there was a parade and they were throwing beads out to everyone, including kids! It's not just about flashing. Some people can, but I didn't see it. There is a marching band, floats,music and the entire city coming together. Tons of families are out. :)
