I'm going to guess that this was done with VocaListener. Being released in 2013 for V3, and later released for V4 (Kagamines' V4 was released in 2015, before the release of Diva X) ALSO Kagamine Rin/Len V4x and V2 Append sound literally the exact same. So it could have been Append in V3/V4, but most likely V4x in V4. But it also kinda sounds like V2 Act 2???? I'm guessing Asami Shimoda recorded the lines, and Sega/Crypton/Whoever, used those in VocaListener with Len.
