Love the content and grading is surely fun! However, the ones that you know are 'beat up' don't seem worth even grading and would do better raw; why do you send them?
Just for fun and even some psa 6-7 jordan inserts belong in a slab bc that’s the condition many other MJ collectors collect. For $20 to get closure and certainty is sometimes worth it.
There isn't a "foil" version of the Special Forces. Sure, PSA will label some "foil" however PSA does the PSA thing and will label ones with the lines as "foil" and ones without the lines as "foil" also. The ones without the lines are most likely a printing error. There is nothing in the packaging from that year that indicates there is a parallel of the Special Forces to chase. Having said that, I still want to find a copy without the lines for my collection.

I'm going to say you are going to have to acknowledge that there are Bronze 1997 Topps Minted in Springfield and there are Gold 1997 Topps Minted in Springfield cards too. ;) I think it would be more appropriate to call them with and without lines as both cards are printed with foil. It’s definitely not that. There are flawless 90’s cards. But if they are important valuable 90’s cards you’re right the chances they get a 10 are next to none
The problem isn’t that they are giving out low grades it’s that these cards have flaws. You send in cards that have flaws you aren’t going to get 10a and 9s. Modern cards are new and have no history or collecting years on them they come out pack 9-10 already unless they are just made badly. 90s inserts are not the same as modern. He said he knew these had flaws so there’s no expectation of 10s or even 9s and there are even flaws he missed and sees after. You send in cards that are 10s and 9s most of the time if not all the time they will grade accordingly as he said he has gotten several 10s previously as those cards warranted the grade.

One and a half grades or higher from your prediction should be purple.

Well I’ve received over 120+ psa 10s in the past year on 1990s Jordan cards. 🤷🏻♂️
