To customize your WooCommerce emails you should be able to go under WooCommerce>Settings>Emails or there are more options that WooCommerce covers in their guide below:

Each has their own limits depending on what plan you are using if you check with each site they list our their individual limitations.

What about Oracle ? Do Oracle provide esp email sending services

If it does then it is not in a beginner friendly way but unless I hear otherwise, we do not have a recommended method at the moment.
