I could see this as an official model. They have an Atari, they've done Mario and Sonic sets inspired by levels... I don't think an SFII cabinet would be a stretch. Heck, I'd love to see general SF sets. So and so minifigs come in a set with a bit of the stage you build, and the far background is a fitted card with artwork. Really think you're on to something here...
I'm surprised LEGO hasn't done this yet, especially given what they made with PAC-MAN. Like, imagine them doing something like this but the arcade cabinet is bigger and you get all the SFII characters and all the stages as backdrops you can swap at any time.
