This song isn't talking about how freely or to whom anybody is giving consent, it's just about the state of longing to find someone you want to give that consent to.
The suggestion that "Gimme Gimme Gimme" and "Stay Away Creep" are settings women themselves have, rather than two different human reactions you would expect from the same person given different circumstances, well, I'm ngl it sounds confused.
