open world being empty is mostly a rushed development problem and i dont know if they'd be ones to add major enough amounts of content to fix that issue (not including dlc of course, though]; unfortunately such might be a modding exclusive situation

The Eurodollar is the equivalent of the euro in our world. It was created by the EEC to compete against the USA and the dollar. Don’t know why they chose this name tho

The USA collapsed in the Cyberpunk timeline and it's dollar also collapsed, it broke up into different nations. Euro thus became the leading currency afterwards.

2077 isn't just set in the future, but an alternate timeline as well. Here, the USA collapsed in the mid 1990s while the European Economic Community (this timelines equivalent to the EU) steadily grew in power. The Eurobuck has been the dominate currency for nearly a century by this point
