Tower is not OP in the sense that it's freaking expensive, so in normal games where you don't have that much resources, you have a much harder time getting an army :)
Tower is not too bad with low resources. Gremlins are cheap and the only lvl 1 shooter. Mages reduce spell cost by 2, which is huge with magic arrow and a good spellcaster. Nagas are a solid level 6 unit if you can't get to titans and their building is not that expensive. I do actually think tower is a bit overpowered. Not as bad as Conflux of course. A hard town with low resources is Dungeon.
I love playing Civ 4 myself but I much more enjoy watching you play HoMM3 or 2. This is because the city management in civ 4 is ok if you play it yourself but terrible to watch.
