"As part of their official duties..." means that it is one of the responsibilities of the job, so when they prepare a book at work, it is not covered by the copyright.
This "as" has a different meaning than the video.

It's not a horrible sentence. A native speaker may even say this, but it's not the best way to express it.
Here are some better sentences:
The train is as crowded today as it was yesterday.
It is as crowded on the train today as it was yesterday.
Bonus Lesson:
We often use " be as ___ as _____ if not -er" to mean at least but maybe more/less
Examples:
🧑🤝🧑I am as tall as my brother if not taller.
💡Meaning: I am at least the same height as my brother. Maybe I am taller, but he is definitely not taller than me.
🚋The train is as crowded today as it was yesterday if not more.
💡Meaning: The train is equally as crowded as yesterday but possibly more crowded. Yesterday is definitely not more crowded than today though.
🏠My rent is as cheap as yours if not cheaper.
💡Meaning: The amount of rent we pay are at least the same price or possibly mine is cheaper. However, yours is definitely not cheaper than mine.

No, the uses are different. You can say Sarah is as good at tennis as Selena.
