The ONLY reason Gerald created Shadow was to cure Maria and that’s why he had to be a biological being. Why would he need to continue that project after Maria already died? and also why would he give up the biological part when that was like the entire point behind it?
Black Doom makes more sense as a “surprise” or real villain to me. Or even have Old Man Robotnik activate Final Hazard. Metal Sonic will probably be set up in post-credits for Sonic 4.
