Downtown Fremont experience “performers” in the circles can’t charge you for pictures. They can only accept “donations”. Asking if you would like to take a picture and will secretly tell you to pay them. Yet some of them still do, that’s why they get mad if you start to take pics of them and will cover their faces. But remember the people that make things down there and just give them to you cannot ask you for money after either, it’s more of an obligation on your part lol.
