Only time it was not a self-appointed enemy was when it was at war with itself like 1905, 1917, partially 1988-94. At these periods US and some other democracies sent humanitarian aid, on all occasions. They don't mention or remember these actions. This also means that democratic countries should be careful not to let this happen at home.
